Description:
Patlabor is a futuric police force. This is originally a Japanese movie, but it was later translated into English.

The bearhug is in a very short sequence: The manager of the Patlabor Force and his female colleague are in an elevator with 2 guards that are escorting them somewhere.

Suddenly, a rumble in the building causes the elevator to shake and for everyone to lose balance. The manager and the colleague take the opportunity to attack the guards. However, the manager gets bearhugged from behind shortly by one of the guards, and the colleague saves the day by attacking the guard from behind after taking care of her own guard. Talk about a useless manager!
