Personal definition:

Wrap your arms around your opponent neck. Can be done in various directions.
Big Book of Wrestling Moves definition: Head Lock, Side
Description : The attacker stands to the side of the victim, facing the same direction. The attacker wraps their arm around the victim's head with one arm and applies pressure with both arms.
Wiki definition: In this hold a wrestler who is facing away from an opponent would wrap his/her arm around the neck of an opponent bringing them forwards into this prone position.

Though this is an often used rest hold, it is also sometimes the beginning of a standard bulldog move.
